The official body for the regulation and development of Information Technology in Nigeria – National Information Technology Development Agency (NITDA) is set to introduce the Digital Literacy for All Initiative (DL4ALL).
The Digital Literacy for All Initiative is a programme specifically directed towards bridging the digital divide in Nigeria. This is in line with the area of priority of the Federal government, to ensure positive economic reforms that will lead to sustained inclusive growth.
Digital Literacy for All Initiative seeks to ensure that every citizen in Nigeria has access to digital literacy, which guarantees that no one is left behind in the current rapidly evolving digital world.
The Digital Literacy for All Initiative (DL4ALL) also aims to bridge the digital divide in Nigeria by training a critical mass in foundational digital literacy skills.

NITDA presents the initiative as strategically designed to propel Nigeria towards a mid-term target of achieving 70% digital literacy level by 2027.
According to NITDA, the programme will equip individuals with the necessary tools to:
• Access and utilise online resources for education, employment, and government services safely.
• Protect themselves online from cyber threats and misinformation.
• Communicate and collaborate effectively using digital tools.
• Develop the digital fluency required for many in-demand jobs.
• Consideration will be given to translating content to local languages to ensure accessibility and cater to diverse audiences across Nigeria.
This programme encompasses the essential tools to equip individuals based on the National Digital Literacy Framework (NDLF), which highlights six competence areas of digital literacy as: Devices and Software Operation, Information and Data Literacy, Communication and Collaboration, Digital Content Creation, Safety, and Problem-Solving.
As stated in the NDLF Draft Document, December 2021, “The Federal Government of Nigeria through the Nigeria Digital Economy Policy and Strategy (NDEPS) document has set a corresponding target of achieving 95 per cent digital literacy by 2030”.
The DL4ALL Initiative is in accordance with the strategic priorities of NITDA which includes: Fostering digital literacy and cultivating talents, promoting inclusive access to digital infrastructure and services, building a robust technology research ecosystem, strengthening cyber-security and enhancing digital trust, amongst others, wholly aimed at improving the digital economy through collaborations and partnerships.
The Digital Literacy for All Initiative is broadly targeted to a diverse population across Nigeria. These include children and youths, adults, and senior citizens.
The training also encompasses these delivery channels: Online Learning Platforms, Train-the-Trainer, Integration with Existing Education Systems, Offline Learning Materials, Mobile Training Units, and In-Person Workshops.
