What is Government?
Government refers to an institution or system governed by a state or society.
Importance of Government
Government plays a crucial role in maintaining law and order, providing public goods and services, and protecting citizens’ rights and freedoms.

II. Government as an Institution of a State
Definition of a State
A state is a political entity with a defined territory, population, government, and sovereignty. Therefore, the government is an institution created by a state (country) to control and coordinate its affairs.
Characteristics of a State:
- Population: A state must have a permanent population.
- Territory: A state must have a defined territory.
- Government: A state must have a government that exercises authority over its citizens.
- Sovereignty: A state must have supreme authority over its territory and citizens.
(The teacher will briefly lead discussions on the different types of states, such as unitary, federal, and confederate states)
III. Functions of Government as an Institution of a State
- Legislative function: The power to make laws.
- Executive function: The power to enforce laws.
- Judicial function: The power to interpret laws.

Definition of Government as a Field of Study
Government is the academic study of the institution, process, and act of governing which can be studied in schools.
Importance of Studying Government
Studying government helps us understand the complexities of governance and the role of citizens in the governance process.

VI. Concept of Sovereignty
Definition of Sovereignty
Sovereignty refers to the supreme authority of a state to govern itself without the interference of external ideas or views.
Importance of Sovereignty
Sovereignty is essential for a state to maintain its independence and autonomy.
(The teacher will discuss the different types of sovereignty, such as internal and external sovereignty)
EVALUATION: The teacher will ask students the following questions:
